CSI services target adults who are formerly homeless or at risk of homelessness and who suffer from a serious mental illness. Many of the individuals are people who have achieved improved stability and no longer need a higher level of care.

Individuals must be eighteen or older, must be diagnosed with a serious mental illness, and may have a co-occurring substance use disorder but it is not necessary. Participants may be homeless as defined by living in places otherwise uninhabitable, have a history of homelessness, or be at risk of becoming homeless.
