Economic Stimulus: Heartland Alliance advocates for the most vulnerable

In the midst of the current economic recession, families all over the United States are struggling to make ends meet.  Members of Congress have been working to craft and pass an economic stimulus bill in response to the recession – the American Recovery and Reinvestment Plan of 2009. 

Because we know that individuals who have experienced chronic unemployment, poverty, or other barriers to work are especially vulnerable, Heartland Alliance has been advocating for provisions that target their unique needs within the stimulus bill.  Immediate and effective employment strategies to help people get and keep jobs and address barriers to employment are needed to ensure stability and success for all.

Key proposals under debate as part of the ARRP legislation include:

  • Expansion of employment and training programs under the Workforce Investment Act
  • Additional funds for Transitional Jobs programs to build skills and paid work experience for individuals with barriers to employment
  • Investments in information technology systems for electronic health records at community health centers
  • Home weatherization programs to help low-income families reduce their energy costs
  • New funds to support the rehabilitation and new construction of affordable housing
  • Increased resources for Food Stamps and Unemployment Insurance

A final stimulus proposal is expected to pass Congress and be sent to the President later this month.
