The Homeless Needs Assessment Project (HNAP) is a region-wide assessment of the characteristics and service needs of people who are homeless. The HNAP is comprised of three separate surveys conducted in 2001 to gather information from people who are homeless, providers of homeless services, and people who are at risk of becoming homeless.
